Pennsylvania childcare centers must comply with ratio requirements set by the Department of Human Services. These regulations apply to all licensed childcare facilities in PA.

Pennsylvania Ratio Requirements

Pennsylvania's Department of Human Services (DHS) sets minimum staff-to-child ratios for all licensed childcare programs. These requirements are outlined in 55 Pa. Code Chapter 3270.

Key PA Compliance Points

  • Ratios must be maintained at all times, including during outdoor play, field trips, and transitions
  • Staff counted in ratios must be at least 18 years old with required clearances
  • Mixed-age groups must use the ratio required for the youngest child in the group
  • Children with special needs may require additional staffing based on individual care plans

Pennsylvania requires all childcare staff to obtain FBI fingerprint clearances, PA State Police criminal background checks, and Child Abuse History clearances before working with children.
